The Minister of Public Service Hon. Muruli Mukasa, has called on Heads of Human Resource Management and Secretaries to District Service Commissions (DSCs) to take a leading role in improving service delivery across local governments.

He underlined the value of professionalism, ethics and result-oriented approach to work.
Hon. Mukasa, who was speaking on Thursday April 30th 2026, at the closure of a two-week training retreat from April 19 to 30 at the National Leadership Institute (NALI) in Kyankwanzi, underscored the central role of human resource practitioners in achieving government priorities under the National Development Plan IV and Vision 2040.
He noted that as the government rolls out key programmes such as the Parish Development Model, the Public Service Transformation Agenda, and the Digital Transformation Agenda, local governments remain the focal point of service delivery. He stressed that the effectiveness of these initiatives largely depends on the HR leaders’ ability to recruit competent staff, nurture their development, and ensure accountability.
The Minister challenged the officers to provide strategic guidance to their institutions, reduce costly litigations through proper HR practices, and foster a work environment that promotes integrity, empathy, and professionalism. He expressed confidence that the training had equipped participants with the necessary tools to strengthen human resource management systems and improve service delivery outcomes.

The Minister acknowledged the challenges facing HR practitioners, including limited resources, staffing gaps, and negative mindsets, but urged them to adopt innovative approaches, build partnerships to overcome these constraints. He highlighted the importance of collaboration within the HR fraternity to strengthen standards and accountability.

Hon. Mukasa further outlined ongoing government interventions aimed at improving public service efficiency, including the rationalisation of government agencies, salary structure reforms, automation of systems such as the Human Capital Management system, and the introduction of performance management tools like the balanced scorecard.
He reiterated the government’s commitment to creating an enabling environment for public officers through institutions such as the Civil Service College Uganda and the implementation of service delivery standards and client charters.
