During his visit to Mbale High School, it was observed that the school continues to charge tuition fees. Hon. Balaam reiterated the government’s position that such fees should be stopped immediately in accordance with the relevant presidential directives. He emphasized the importance of ensuring that education remains accessible and that institutions comply with government policy.

At Nakaloke Secondary School, the Minister inspected ongoing infrastructure developments, where the Uganda People’s Defence Forces (UPDF) are constructing three new buildings to improve the school’s learning environment. The project was commended as a significant investment that will enhance education facilities for students in the area.

The school’s headmistress informed the Minister that the institution collects a modest development fee under written authorization from the Ministry of Education and Sports. The Minister acknowledged the documentation and commended the headmistress for operating within the ministry’s guidance. He further praised her leadership, noting that she had not resisted the presidential directives and had maintained a cooperative approach in implementing government policies.

Hon. Balaam also applauded the overall cleanliness of Nakaloke Secondary School, describing it as a well-managed institution with disciplined and smartly dressed students. He thanked the headmistress for her commitment to maintaining high standards in the school and encouraged both staff and learners to continue upholding discipline and excellence.

The Minister also inspected the condition of the Nakaloke–Namanyi Road, where residents raised concerns about poor sanitation and inadequate public infrastructure. They noted that drainage channels along the road had remained neglected and unhygienic for a long time, posing health risks to the surrounding community. According to residents, cleaning activities only intensified after news emerged that the Minister would be visiting the area, although much of the drainage system remained dirty.

Residents further appealed to the Minister to support the installation of street lights along the road, explaining that darkness at night exposes pedestrians and motorists to security risks and accidents. They expressed hope that the government would prioritize improving lighting and sanitation to enhance public safety and the quality of life for the community.

Hon. Balaam assured residents that their concerns had been noted and emphasized the importance of maintaining clean public spaces and improving essential infrastructure for the benefit of all citizens. He encouraged responsible authorities to continue working towards creating safer, cleaner, and more livable communities.
