KAPCHORWA The Resident District Commissioner (RDC) of Kapchorwa District, Mr. Bayole Stanley, has warned health workers against misusing government property following the handover of four new Yamaha motorcycles donated by GAVI and the Ministry of Health to boost immunization outreach.
The latest delivery brings GAVI’s total support to Kapchorwa to one double-cabin vehicle, 12 motorcycles, 10 backpacks, 10 raincoats and pants, 20 umbrellas, 30 pairs of gumboots, and 50 pop-up tents. The equipment is meant to facilitate health workers during outreach sessions and improve immunization coverage across the district.
While handing over the motorcycles, RDC Bayole strongly cautioned health workers against converting the assets to personal use or fighting over them, urging maximum care.
“We have reports from some districts that these motorcycles disappear. You must be very vigilant,” Mr. Bayole warned. He noted that the Yamaha motorcycles are expensive, costing around 25 million Shillings each on the open market. “If GAVI and the Ministry of Health can provide these expensive assets, you must work aggressively and tirelessly to ensure every child in Kapchorwa is immunized against preventable diseases like polio.”
The RDC also took a tough stance on health worker absenteeism, warning that the government will not tolerate non-performance.
“People think it is only Honorable Balaam moving to monitor programs, but other government officials are also on the ground monitoring services. It is inhuman to receive a salary for work you have not done,” the RDC stated. He promised to maintain strict supervision across all health facilities.
Mr. Bayole specifically cautioned the staff of Kaserem Health Center IV during a joint meeting with local leaders and the community, citing persistent complaints that staff do not report to work on time. He directed the facility’s In-Charge to remain firmly on the ground to enforce daily attendance.
The LCV Chairperson for Kapchorwa District, Mr. Chelimo Vincent, who witnessed the handover, echoed the RDC’s warnings, stating that the motorcycles must never be diverted from their primary purpose. He called for stronger cooperation between health workers and local communities to ensure better service delivery and health outcomes in the district.
