The Permanent Secretary Ministry of Local Government, Mr. Ben Kumumanya, says the Rural Development and Food Security (RUDSEC) programme holds a high stake in the national development protocol and will not only contribute to rural infrastructure improvement but also strengthen bilateral relations between Uganda and Germany. He made the remarks on Thursday 11th September at the Ministry headquarters while chairing a progress review meeting with the KfW mission team and officials from MoLG and MoWT. He also observed that the project has gained visibility two years into its five-year implementation period.

In Lira District, the team had visited the Barr Junction-Amach Town Council Road, which cuts through the Olweny Rice Scheme and is vital for more than 2,000 farmers who grow rice, sunflower, simsim, soya, and cassava.
At a community meeting, Mr. George Omara, the Chairperson of Arit Cell in Amach Town Council, noted that construction of the road will solve community problems such as enabling women to reach health centers on time to avoid giving birth by the roadside, children reaching school, and reduce road challenges.

Paul Kasule Mukasa, RUDSEC Coordinator at the Ministry of Local Government, assured the community that construction of the road is set to begin in March 2026 after the designs and environmental studies are completed. The road will be widened to 5.4 meters, and will provide employment to the youth during construction

In its current phase, RUDSEC will upgrade or rehabilitate approximately 464 kilometers of District Roads and Community Access Roads (CARs) under Batches 1 and 2, with additional roads to be identified by the nine beneficiary districts under Batch 3. So far, the project has validated 477 kilometers of rural roads, carried out environmental and social risk assessment, completed a monitoring and evaluation baseline survey, and shortlisted consultants to do detailed designs.
The project is being executed by the Ministry of Local Government in nine districts across Acholi, Lango, and Teso: Lamwo, Pader, Agago, Lira, Dokolo, Oyam, Soroti, Serere, and Kaberamaido. Co-funded by KfW and the Government of Uganda, the RUDSEC programmes aims to improve rural roads and ease access to markets for agricultural produce.
