Kampala, July 2026 – The Ministry of Local Government has outlined the key objectives of the ongoing three-day training workshop on Human Capital Development (HCD) Budget Analysis for Local Governments, aimed at strengthening budget oversight and improving service delivery across the country.
Presenting the session on the workshop objectives, Mr. Naturinda Junior, Senior Inspector in the District Inspection Department, said the training is designed to equip inspectors with practical skills to assess how local governments plan, allocate, utilize, and account for resources invested in Human Capital Development.
“This training is intended to strengthen the capacity of inspectors to ensure that government resources allocated to Human Capital Development are planned, spent, and monitored effectively, while promoting accountability and better service delivery,” Mr. Naturinda said.
He explained that one of the major objectives is to strengthen compliance systems by enabling inspectors to verify whether government policies, laws, regulations, standards, and guidelines in sectors such as education, health, nutrition, water and sanitation, and social protection are being implemented as intended.
Mr. Naturinda further noted that the training seeks to enhance inspectors’ ability to monitor budget implementation by tracking the utilization of funds allocated to Human Capital Development programmes and ensuring that public resources are used efficiently, effectively, and for their intended purposes.
“Budget analysis is not only about examining figures. It is about determining whether the resources allocated are translating into improved services and better outcomes for our communities,” he emphasized.
He added that inspectors will also be equipped to assess programme performance by evaluating whether Human Capital Development interventions are achieving planned outputs, intended outcomes, and value for money.
Mr. Naturinda said the training is equally intended to promote transparency and good governance by encouraging openness in planning, budgeting, implementation, and reporting within local governments.
“Strong budget oversight promotes transparency, strengthens accountability, and ultimately builds public confidence in local government institutions,” he noted.
