Minister of Local Government, Hon. Raphael Magyezi, has highlighted the achievements of Uganda’s regional development programs over the past five years, emphasizing the importance of decentralization and collaboration among ministries, agencies, and local governments.

He noted that clear guidelines, coordination, and defined responsibilities among stakeholders have been key to successful program implementation.

Magyezi underscored how decentralization has improved service delivery and local economic growth, ensuring development reaches all communities.

Key achievements

  1. Local Revenue Mobilization: Own-source revenue increased from UGX 29.02 Bn to UGX 207.2 Bn, enabling Local Governments to invest in infrastructure, equipment, and public service facilities, boosting household incomes and improving citizen service delivery.
  2. Regional Development Planning: The Karamoja Regional Development Plan (KRDP) was finalized and approved by Cabinet.
  3. Political Decentralization and Leadership Strengthening: Over 32,000 newly elected leaders across 121 Local Government Councils were inducted to enhance representation and oversight of local development.
  4. Administrative and Institutional Strengthening: Ten of the fifteen newly approved cities were operationalized, and 100 Rural Growth Centres were upgraded to Town Councils.
  5. Human Resource Empowerment and Capacity Development: Fifty Deputy CAOs and senior officials were recruited and inducted.
  6. Enhanced Service Delivery and Staff Welfare: Ninety percent of local revenue sources were automated through the Local Government Revenue Management Information System (LGRMIS).
