A delegation from Kanungu District led by District Chairperson Hon. Byamukama Francis Kapesha held a series of meetings in Kampala from July 15 to July 17, 2026. The delegation, comprising political, security, and technical leaders, engaged Members of Parliament and Ministers to fast-track socio-economic development and secure key social services for the district.
The unified delegation set off from Kanungu on July 14, 2026. The mission was to secure tangible government commitments for the people of Kanungu, bridge service delivery gaps, and build a unified front for the district’s development.
The leadership team was comprised of:
- The Technical Wing, led by the Chief Administrative Officer (CAO), Mr. Awuye Abdallah.
- The Security Wing, led by the Resident District Commissioner (RDC), Mr. Ambrose Mwesigye.
- The District Council, led by the District Speaker, Rt. Hon. Frank Byaruhanga Faraoh.
- The Executive Committee, headed by the District Chairperson, Hon. Byamukama Francis Kapesha.
On July 15, 2026, the delegation held an “entry meeting” at the Arirang Hotel and Restaurant in Nakasero, Kampala. The session brought together all of Kanungu’s Area Members of Parliament and ministers from Kanungu to align on a single development agenda.
The meeting was chaired by Hon. Dr. Chris Baryomunsi, PhD, Minister of Health and MP for Kinkizi East, and was attended by:
▪️Hon. Jacqueline Mbabazi, Minister of State for Gender, Labour and Social Development, and National MP for Older Persons.
▪️Hon. Kaberuka James, MP for Kinkizi West.
▪️Hon. Kinshaba Patience Nkunda, District Woman MP for Kanungu.
▪️Hon. Peggy Joy Waako, National MP for Older Persons.
▪️Cansl. Akampa Wa Karuma, District Publicity Secretary for NRM.
▪️Mrs. Karungi Ruth, popularly known as “Big is Big”.
The primary focus of the Nakasero meeting was to build unity among Kanungu’s leadership to drive socio-economic development. The leaders resolved to put aside past differences and work with “one voice, one heart.”
They called upon all people of Kanungu to stand behind their leaders. You are the strength that keeps leaders moving. Avoid hatred and misunderstandings. Religious leaders were also called upon to preach love, and to teach people to love all their leaders equally despite religious differences. Give your leaders the benefit of doubt and trust them, believing that God is the one who chooses leaders and He knows what is best for Kanungu. With God’s guidance, prayers, and your blessings, leaders will be able to deliver development for everyone in Kanungu.
During the entry meeting, leaders agreed on the following:
To hold regular joint engagements and grassroots outreach every six months to show the community that leaders are working as one team.
On the Social Assistance Grants for Empowerment (SAGE), leaders noted that many eligible elders in Kanungu remain unconsidered compared to other regions due to a limited Indicative Planning Figure (IPF). The team petitioned Hon. Jacqueline Mbabazi to push for an increase in Kanungu’s SAGE allocation.
On the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) project, leaders raised concerns about bureaucracy at partner banks that could deny women entrepreneurs access to funds.
Hon. Jacqueline Mbabazi assured the delegation that the Ministry is working to streamline the process for faster and transparent release of funds.
On health, Hon. Dr. Chris Baryomunsi committed to championing an increase in the wage bill to address Kanungu’s health staffing shortage, which currently stands at 30%.
On July 16, 2026, the delegation met key government offices to secure concrete commitments.
The delegation met in the 3rd Floor Boardroom at the Ministry of Health Headquarters. The meeting was chaired by Hon. Dr. Chris Baryomunsi, PhD, and attended by Kanungu leaders and Ministry officials including Kenneth Akiliz, Richard Kabagambe, and Eng. George Otim, Commissioner for Health Infrastructure.
The discussions resulted in commitments to improve service delivery at Rugyeyo HC IV, Mpungu HC IV, Kihihi HC IV, and Katate (Kanungu) HC IV:
▪️ Equipping Surgical Infrastructure: The Ministry committed to fully equip the surgical theatre at Kambuga Hospital this financial year.
▪️Kambuga Hospital Refurbishment: The meeting reviewed the UGX 4.3 Billion refurbishment budget. UGX 4.2 Billion has been released and used to construct 16 staff units and a surgical theatre. The balance is being used for foundation works on the maternity ward. The schedule for remaining releases was confirmed.
▪️New Theatre Construction: Construction of a standard surgical theatre at Mpungu HC IV will start this financial year.
▪️Newborn Care: Specialized newborn care equipment will be delivered to all four HC IVs and Kambuga Hospital in Quarter One of this financial year.
▪️Master Planning: A Ministry of Health technical team will start developing infrastructural master plans for all HC IVs this month.
▪️Human Resource: Critical health workforce needs will be prioritized by September 15, 2026, for the FY 2027/28 budget. Some needs may be covered this FY under the Uganda-US Government MoU. The CAO and DHO will attend a planning meeting next Monday 20/07/2026.
The only pending item is the refurbishment of the Ebola Treatment Unit at Kihihi HC IV.
The delegation attended a parliamentary session where Hon. Dr. Chris Baryomunsi presented an update on the rise in malaria cases. He explained risk factors including pregnancy and alcohol consumption, and emphasized the need for community education and use of mosquito nets.

Agreed actions:
- Conduct a wage analysis after July 2026 salaries to identify recruitment space.
- Submit prioritized health cadres to Public Service by September 15, 2026, for the FY 2027/28 budget.
- The PHRO of Kanungu was invited for a joint wage analysis.
Baryomunsi urged leaders to serve all residents equally without religious bias, noting that government services such as roads, schools and hospitals serve everyone.
Today, July 17, 2026, the Kanungu leadership team will meet the Minister for Agriculture, Animal Industry and Fisheries, the Minister for Finance, Planning and Economic Development, and the Minister for Energy and Mineral Development to discuss further support for farming, roads, and electricity.
