KWEEN — The Minister for Local Government, Hon. Balaam Barugahara Ateenyi, together with the Patriotic League of Uganda (PLU) General Secretary, Hon. Twalla Fadil, has arrived in Kween District today ahead of a major campaign to expose alleged corruption and eliminate unethical practices in local government.

The visit is part of the government’s ongoing national campaign dubbed “Expose the Corrupt”, under which Minister Balaam has been conducting surprise inspections, public barazas, and accountability audits across local governments.

The arrival comes after sustained calls from residents of Sebei Sub-region, who asked the minister to extend his tour to Kapchorwa, Kween and Bukwo over alleged massive waste of public funds.

In Kween, residents have specifically cited poorly executed government projects which they claim do not reflect value for money despite billions of shillings invested.

Ahead of the minister’s arrival, Kween District LCV Chairperson Paul Majinjach Kapchemaiko warned civil servants against fleeing to neighbouring Kenya, a trend that has been reported during previous tours.

Under the campaign, Minister Barugahara has been directing investigations and disciplinary action against officials accused of corruption, absenteeism, financial mismanagement and poor service delivery.

What to Expect in Kween

During his tour in Kween, Hon. Balaam is expected to:

  • Hold a public Baraza where residents can openly report corruption, raise concerns on service delivery, and engage directly with government officials.
  • Inspect government-funded projects including health facilities, water projects, and PDM implementation.
  • Engage with authorities and community leaders including the LCV, CAO, RDC, district councilors and elders.
  • Take immediate action where evidence of mismanagement is found, including ordering interdictions and investigations by the State House Anti-Corruption Unit.

Authorities and community leaders are expected to engage with him during his tour, with the district leadership pledging full cooperation to strengthen accountability, promote transparency, and address concerns affecting residents.

The presence of PLU General Secretary Hon. Twalla Fadil is also seen as significant, signaling the Patriotic League of Uganda’s support for the anti-corruption agenda and its commitment to grassroots mobilization for clean governance.
