Hon. Alice K. Kaboyo, Minister of State for Luwero and Rwenzori Affairs, has highlighted the vital role of affirmative action in promoting inclusive and balanced regional development across Uganda.

Presenting at the First Joint Regional Development Programme Annual Review Workshop at Speke Resort Munyonyo, Hon. Kaboyo noted that affirmative action aims to correct historical imbalances, reduce inter-regional disparities, and foster social equity through targeted investment in marginalized sub-regions.

She revealed that Government has invested over UGX 4.7 trillion in affirmative action programmes such as NUSAF, PRDP, DINU, ALREP/KALIP, the Luwero–Rwenzori Development Plan, and Akasiimo to restore livelihoods, improve infrastructure, and enhance service delivery in post-conflict and underserved regions.

Despite progress, Hon. Kaboyo has stressed that poverty remains high in regions such as Karamoja (74.2%), Acholi (20.5%), Bukedi (29.9%), and Teso (29.8%), calling for increased financing to sustain gain emphasizing the need to shift focus from recovery to wealth creation, community mobilization, and coordination among government agencies and development partners.
